From November 29 to December 1 2011, Prime Ministers, over 100 Ministers, 50 parliamentarians and 40 heads of international organisations including the UN Secretary General, met in Busan, South Korea, at the Fourth High-Level Forum on Aid Effectiveness.
The Busan Partnership for Effective Development Cooperation was established after three days of negotiations. The four key principles articulated were:
- Ownership of development priorities by developing countries
- A strengthened focus on results
- Inclusive development partnerships
- Transparency and accountability to each other
