Tearfund New Zealand (Tearfund hereafter), established in 1975, is one of New Zealand’s leading international humanitarian and development organisations. Tearfund is currently looking for an experienced evaluator/evaluation team to conduct a final/impact evaluation of the SAFE Programme (2021–2026). The SAFE Programme is funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) through a Negotiated Partnership, alongside the generous donation of Tearfund’s supporters.
This five-year (2021–2026) SAFE Programme is being implemented across Fiji, Myanmar, Solomon Islands, Vanuatu, and Sri Lanka with our local partner organisations. The programme aims to protect vulnerable households from human trafficking and exploitation while empowering them to achieve economic self-sufficiency. It focuses on two interrelated pillars: securing sustainable agricultural livelihoods and strengthening protection against modern slavery.
Required Qualifications, Experience, and Skills
- A master’s degree or tertiary qualification in development studies, Human Rights, or other relevant social science disciplines.
Professional experience:
- Proven experience in impact evaluations is essential. In addition, the following professional experience will be highly valued:
- Experience in evaluating modern slavery, farming and livelihood programmes.
- Familiarity with the local context of the Pacific and South Asia region, particularly project-implementing countries.
- Demonstrated working relationships with nationals from the Solomon Islands and other Pacific project implementation countries.
Knowledge and skills:
- A good understanding of approaches and programmes in protection, human trafficking, farming and livelihoods (particularly resilient agricultural systems).
- Extensive knowledge and skills in research, qualitative and quantitative evaluation methods.
- Advanced report writing skills.

Application materials should include:
- An expression of interest/ proposal (please refer to the detailed ToR for the content of the proposal).
- Contact details of three referees and a Curriculum Vitae (CV) of the consultant (if proposing a team to undertake the work, please include a CV of all consultants and describe each individual’s role).
- Two samples of work that best illustrate the work the evaluator has undertaken, similar in nature, scope, and scale.
