About Adoption First Steps
Adoption First Steps (AFS) is a charitable trust providing education, assessment, and home study services for prospective adoptive parents pursuing inter-country adoption. AFS works closely with families, social workers, the NZ Central Authority, and sector partners to deliver professional, ethical, and compassionate services.
The Role
AFS is seeking an experienced Operations Manager to oversee the day-to-day operational delivery of its services. Reporting to the AFS Board, this role plays a key part in ensuring high-quality service delivery, effective stakeholder engagement, and sound operational and administrative management. The role includes responsibility for Principal Officer functions as required.

This role may be particularly appealing to individuals who bring either lived or professional experience relevant to inter-country adoption, as well as those looking to contribute their skills in a flexible capacity. This could include people with experience in family law, social work, governance, or related fields, including those who are retired or semi-retired. A strong alignment with the mission and values of Adoption First Steps is essential.
Key Responsibilities
- Manage the operational delivery of AFS education, assessment, and home study services
- Act as the primary point of contact for prospective adoptive parents (PAPs), guiding them through AFS processes
- Liaise with the NZ Central Authority and support ongoing accreditation requirements
- Oversee administrative systems, documentation, confidentiality, and quality standards
- Support financial management in collaboration with the Treasurer
- Contribute to reporting, planning, marketing, and service development initiatives
- Work closely with social workers and the Board to continuously improve processes and service quality
Time Commitment & Remuneration
This is a part volunteer role, supported by an allowance per month and a case fee for each adoption case undertaken.
