Programme Manager - Delivery & Capacity Building

Are you an experienced project management leader with a passion for sustainable development and local empowerment? The Fred Hollows Foundation NZ is looking for a Programme Manager – Delivery and Capacity Building to help us ensure that "every eye is an eye"—treating every patient with the same dignity and care as a world leader.

Reporting to the Head of Quality and Operations, you will play an important  role in ending avoidable blindness by overseeing vital donor-funded projects across the Pacific region.

 

The Role

As the Programme Manager, with a focus on delivery and capacity-building. you will be the driving force behind several high-impact, donor-funded projects. Your mission is twofold: ensuring flawless operational delivery and, crucially, strengthening the project management capacity of our NZ and Pacific-based staff and partners. You will guide projects through their lifecycle; from planning and implementation to monitoring and reporting, while ensuring they meet the highest standards of quality and donor compliance.

Your key focuses will include:

  • Strategic Programme Management: Leading the delivery of programmes in line with approved designs and budgets to achieve lasting outcomes across Pacific multiple countries.
  • Capacity Strengthening: Developing a structured strategy to coach, mentor, and train our staff and partners, enabling locally-led programme delivery.
  • Operational Excellence: Overseeing project budgets, risk registers, and procurement while integrating Gender Equality, Disability, and Social Inclusion (GEDSI) across all activities.
  • Monitoring & Learning: Using feedback and high-quality reporting to ensure our work constantly improves and remains transparent.

 

About You

Every member of The Foundation brings something unique to the table. Here is what we are looking for with this role:

  • 5–7 years’ experience in programme project management in development contexts (preferably Pacific), supported by a relevant postgraduate qualification (Masters’ degree or equivalent).
  • Proven experience managing donor-funded programmes with strong project management skills across planning, budgeting, delivery, and monitoring and evaluation, as well as managing teams to deliver against agreed workplans and outcomes.
  • Formal certification in project management (e.g. PRINCE2, PMP, or equivalent) is desirable
  • Proven experience in capacity building, training, mentoring to strengthen programme management capability., and
  • Experience working with government, NGOs, and community stakeholders, with demonstrated ability to operate effectively across cultures and in multi-country environments.
