The Leprosy Mission New Zealand (LMNZ) is seeking a skilled Monitoring, Evaluation, Reflection & Learning (MERL) Consultant to support our dynamic and impactful development programmes across the Pacific. This is a unique opportunity to apply your technical expertise in MERL while contributing to a mission that transforms lives, restores dignity, and promotes inclusion for people affected by leprosy, disability, and other marginalised groups.

Our programmes take a holistic, community-led approach to building resilience and empowerment. They address a diverse range of thematic areas such as preventative health, water, sanitation and hygiene (WASH), gender equality, climate change adaptation, community leadership and governance.

We are looking for someone who is passionate about inclusive development and brings strong analytical skills and practical MERL experience to help strengthen programme quality, accountability, and learning across the region.

 

About the Role

Working closely with LMNZ’s International Programmes team and local implementing partners, the consultant will:

· Strengthen MERL systems and frameworks for programme planning, reporting, and learning across multiple projects in the Pacific Islands.

· Review and enhance survey tools and data collection instruments, ensuring cultural relevance, gender sensitivity, and technical rigour.

· Support data quality assurance and analysis, especially using tools like Kobo Toolbox.

· Provide coaching and capacity building for local teams on MERL processes and reporting.

· Contribute to donor reporting and strategic learning, including preparation of impact stories, case studies, and outcome evaluations.

 

Key Requirements

· Proven experience in MERL in international development preferably within a Pacific Island context.

· Strong technical skills in qualitative and quantitative data collection, analysis, and reporting.

· Familiarity with digital data tools (e.g., Kobo Toolbox. mWater) and participatory monitoring approaches.

· Excellent writing and communication skills, with experience working with diverse stakeholders across cultures.

· Experience in the Pacific Islands region and/or with disability-inclusive or gender-focused programming is a strong advantage.
