The Council for International Development (CID) has released its Budget Analysis Report on the 2025 Official Development Assistance (ODA) Budget.
The report evaluates the implications of Budget decisions on the aid sector, with a particular focus on any reductions in development funding and the anticipated impact on communities that depend on New Zealand’s support — especially in the Pacific region.
CID’s report calls on the Government to:
· Significantly increase its contribution to climate finance;
· Commit to a clear roadmap for raising New Zealand’s ODA to 0.7% of Gross National Income, in line with international benchmarks.
Despite a challenging political climate, CID and its members remain committed to upholding the values of global solidarity, resilience, and human dignity. The report is intended not only for Parliament but also as a resource for the public to better understand the complexities of New Zealand’s aid commitments and their broader significance.
