WOVEN Phase 2 Programme Baseline Consultancy 

 

Background
World Vision New Zealand (WVNZ), in partnership with the New Zealand Ministry of Foreign Affairs and Trade (MFAT), is implementing WOVEN Phase 2 (Wellbeing Outcomes to End Violence, Enable Livelihoods, and Improve Nutrition) across five country offices: Laos, Papua New Guinea, Solomon Islands, Vanuatu, and Timor-Leste. 

WOVEN Phase 2 is a five-year NZD $22 million programme with four programme outcomes across Child Protection, Nutrition, Livelihoods, and Climate Resilience.

WVNZ seeks to engage a consultant to undertake and support the design, analysis, and reporting of the WOVEN Phase 2 Programme Baseline.

Purpose of the Consultancy
The consultancy will support WVNZ and participating country offices to establish a robust and coherent programme baseline that:

  • Provides credible benchmarking data for programme implementation and future reporting.
  • Supports accountability to MFAT.
  • Enables programme-level analysis and portfolio coherence across countries.
  • Strengthens consistency in baseline methodologies and indicator interpretation.
  • Supports adaptive management and learning throughout implementation.

Country offices will independently undertake project-level baseline data collection and prepare project baseline reports. The consultant will provide technical support and quality assurance across these processes and undertake consolidation into a programme-level baseline dataset and report.

Objectives

The consultancy will: 

  1. Support coherent and consistent baseline approaches across all five country offices while allowing appropriate contextual adaptation at project level.
  2. Develop programme baseline guidance, templates, tools, and quality assurance processes.
  3. Support country office teams and project-level consultants during baseline planning, data collection, and reporting.
  4. Ensure harmonisation of programme-level indicators, datasets, disaggregation requirements, and reporting structures across countries.
  5. Review country baseline reports and datasets for methodological rigour, data quality, consistency, and alignment with programme expectations.
  6. Consolidate and analyse programme baseline data across countries.
  7. Produce a WOVEN Phase 2 Programme Baseline Report for submission to MFAT and a short summary report for internal WVNZ purposes.

Duration
The consultancy is expected to require up to 30 consultancy days between June and November 2026.

Required Qualifications and Experience
Essential 

  • Strong experience in Monitoring, Evaluation, Research and Learning (MERL) within international development programmes.
  • Demonstrated experience supporting baseline studies, programme monitoring systems, or multi-country MERL processes.
  • Experience consolidating and analysing datasets across multiple projects and/or countries.
  • Experience working with donor-funded programmes, preferably MFAT-funded programmes.
  • Strong analytical and report writing skills.
  • Experience supporting remote teams across multiple contexts.
  • Strong understanding of GEDSI and intersectionality in MERL processes

Desirable

  • Familiarity with World Vision approaches and systems.
  • Experience working in Pacific and/or Southeast Asian contexts.
  • Experience supporting programme coherence and indicator harmonisation across complex programmes.
